Hosting on Dynamic IP?

I want to host my site on my personal computer. But my ISP has given me a dynamic IP address. So is it possible for me to host my site on my pc.

1. U need to on the system continuously
2. At a time many people cant access {some times}
3. Need High speed Ram and harddisk
