First you'd need to decide the language the site will be written in such as ASP, HTML, PHP, ColdFusion, etc. That will narrow down your options of the platform to host the site on (Linux or Windows). You will also want to decide if you plan on using a database and what database software (MSSQL or MySQL) which will also narrow down your choices of hosting platforms.

Next, you will need to determine how many visitors you might get and how much bandwidth and space you will need. In most cases and my experience, it seems that Linux hosting platforms are more popular and stable (in which case you'd be limited in using the following coding languages: HTML, PHP, MySQL, etc. in your design).

i suggest the starters to for free webhosting

and the one which has high traffic to go for a host which has dedicated server.
