In a windows environment Hosting Controller 8 would be my choice. Features are limitless, Interface is user friendly and support is great. They also regularly release fixes and enhancements.

The main reason why their isn't a clear leader for non-commercial control panels is the mostly the fact that their aren't commercial. Let me explain. Maintaining a server included several tasks such as configuration web- and ftp sites, dns, mail server, spam/anti virus and offen more services. Most 'free' panels only cover a small part of the partion of the services which needs to be controlled which usually ends up in using multiple control panels. Control panels handle many tasks on a daily basis, and are even called the backbone of a website by many people. Most website owners know that a good control panel can simplify the site building and maintenance process, which increases productivity, but one advantageous aspect of a good control panel that is not commonly mentioned is the traffic analysis tools it provides. At first glance, traffic analysis and traffic generation appear to be two completely different subjects. I've always liked cpanel..Ever since my first time using it. I've used plesk in the past as well and webmin but both kind of suck compared to cpanel!
